Thanks for posting this. My daughter is from an orphanage just outside Khabarovsk and I know the city well. I have friends there. I sure hope the orphanage gets the water needed. There are actually several orphanages in the area with about 700 children there...

This is all over one of the Yahoo groups I frequent. Khab is preparing to shut down their water system. I think hospitals etc, will get access to water tanks. Not sure what is in place for the rest of the city.
Alot of potential adoptive parents there right now. Hopefully it will be bearable until this passes. I think the officials in Khab are ready with an emergency plan...but still a major inconvenience to the city.
