Personally, I know I could love and raise a child of any race; but I also know that I could only do so if I knew that I was the RIGHT parent for the child and the child's racial/ethnic identity would not suffer tremendously. Let's uplift one another not condemn.

I agree completely - I don't know much about foster care, but I do know that a child does not deserve to be in an institution such as an orphanage - that is one reason why I am considering international adoption. I also may be naive, but I can't help but think that as a Caucasian, I am not the best parent for an African-American or Hispanic child.
