Dossier sent to agency (Frank Adoption Center) so excited!
Wow,
Like many of you have said....I never thought wed get to this point! After 3 months of paperwork and homestudies, our dossier has been apostilled and sent! Whew! I just had to see it in writing on this thread, and see my new stats (below) ;-) For those of you working with Frank Adoption Center (North Carolina)....what happened and when did it happen after you sent in your dossier? I know the social worker will answer my questions, but Im also curious to hear from other parents, or parents in waiting. Thanks!

Great News
Looks like your happy news got lost in the shuffle yesterday. It is a great feeling to send that dossier along. I truly wish you a speedy referral.

I guess we're at the same place in the process. I got our dossier apostilled and turned in yesterday too. They say it should be on it's way to Moscow today or tomorrow. I think it takes about 3-5 days for it to get there.
Now if we can just pray that they translate it and get it where it needs to go quickly! Doesn't it seem unreal? I still can't believe that this might actually happen. Keep me updated if you get a referral, etc.

Dossier Almost complete
I notice in the threads that most people sent in their completed dossier last year and just brought home the children this year. From my conversations with various people, the process didn't take a year. We were just fingerprinted and all of my documents are ready to go (including homestudy)... we are just waiting on INS to approve us (171h form?). Their website states they are at least 2-3 months behind on applications.
IS anyone else who was fingerprinted from February 05-July 05 noticing a delay in approvals? Please let me know! I figured we would be "approved" and go on the list by September and possibly be travelling later this year. Am I way off? By the way, has anyone heard what Russia is thinking of doing with regards to future adoptions since the horrible death of the 2 1/2 year old adopted girl in Wake Forest NC? |

KFlora,
You will find that soo much has changed in Russia in the last year...delays, law changes, accreditation issues..it used to be that referrals came very quickly. We started our process in Oct. 04. At that time, all things were fairly smooth in Russia, and they assumed if we got our dossier in Nov. 04 we would probably have our baby home June 05. Well.......since then....there have been so many problems, many regions closed, some would not accept agencies who were not re-accredited (and at one point, almost NO agencies were..r/t Russia's delay). Anyway, we held our dossier until March 05, for fear that Russia would completely close, and we would have to go to another country or lose the $. Now our dossier is in our region, but we are now looking at a 12-15 wait for a referral!!!!! Ours happens to be a very popular region, and we liked it for many reasons. But with all the delays, adoptions slowed and waiting lists got longer. Now from what I see on this board, some regions still seem to be giving referrals fairly quickly, but there are many of us that have waited or plan on waiting at least a year between the dossier in Russia-referral. I am sure this is not the news you wanted to hear, but it is best to be prepared. Your agency should be able to give you a better idea of wait times, depending on the region, the sex/age child you want..etc. We thought when we started that the wait for the I171H was gonig to our longest wait. But the wait is more to do with delays/backups in Russia than our INS. As far as the Russian response to the death of that child in NX (I got this info off of the Kemerovo Yahoo group)..that Russia is going to require parent education, psychological testing, and from what it looks like, stopping independent adoptions. Good luck! This is a roller coaster ride, but this forum is a wonderful place to get info and support!!!! Amy

kflora: there is no standard procedure when it comes to russian adoption. there is no "normal". there is no pattern on which you can count.
for some, things go smoothly with no glitches and the process is swift. for some, there are a few bumps along the road and the process may take a little longer. for some, there are huge potholes and major detours and the process may take a very, very long time. i have learned thru all of this, if nothing else, that I have no control over any of it. i wish you joy in the journey!!
