Like I said, it is fine you believe in what your agency told you. I believe in what I know... An adoption through your agency is possiable but your agency has to deal with Russian agency or agent. Here we go - your high fee!

Unfortunately that is not what you said in your original message..."Until 09 April 2004 the adoption paperwork from an agencies will not be excepted." are the EXACT words that you used.

What I said is an exact translation from the official Russian document! My point is that your agency in USA have to go "around" and use a Russian agency or facilitator to be able to complete an adoption process (started April 2002). Here are your costs! I am sure you agency think that you don't need to know about it. Pay your money and an adoption will be done for you.
