I'm new here and new to this. I and my wife are very EXCITED! We are going to adopt my sister's daughter who is 16 years ole, but not sure if anyone knows how it works. My sister is in South Korea and I am in TX. Can I adopt her even my wife and I am just a permanent resisdent but not a US citizen? Can she be adopted at the age of 16? Can anyone give me any insight as to how to proceed.

Sorry, but no...you have to be a US Citizen in order to bring a child into the US on an Adoption Visa.
Additionally, I think the cut off for qualifying is 16 - in addition to other requirements the situation must meet - such as the child being legally an 'orphan' - plus all of the Korean requirements, which you would also have to meet. Your best bet would be to contact an International Law attorney would specializes in Adoption Issues and immigration.
