Talking gradnd parent adoption


My daughter turned her baby over to us when she was a month old.
She is now 4 years old.
We are the only parents she has ever known.
We hav already adopted her 9 year old sister (at birth).
Our little "Lilly", is bi racial, and our daughters new boyfriend at the time didn't want her around.
Since we got Lilly, my daughter (who lives in another state), has had her four sons taken away from her by social services, and they have been adopted by strangers.
Our problem is this.
We never got a birth certificate for Lilly, and the sate of Louisianna, will not give us one because we are not the parents!
We want to adopt her, but we do not know where our daughter is now.
What can we do. Lilly has no social security number, no birth certificate, and it is as if she does not exsist.
There is a birth certificate on file in Louisianna, they just won't let us have it!
We are at our wit's end.
She has to start kindergarten next year, but can't without a birth certificate.
How can we adopt her without knowing where our daughter is?
So many questions, so little time!
Any suggestions?
