why do so many of these kids have so many psychological diagnosis?

I would assume because abuse and neglect contribute to these disorders. Also, some of the reasons the parents couldn't parent may have been disorders that are inherited.

I personally think it has to do with ALOT of symptoms MIMIC many different Spectrum Disorders..... I had to have many different tests and specialists, and them have THEM Confer to come to the 'best' conclusion they agree on, which is Mild FAS, Mild ADHD, Mild Hypotonia, and Microcephaly. This is after Geneticist, Pediatric General MD, Pediatric Neurologist, Therapists, and a battery of tests... i.e. 4 Blood Draws, EEG, EKG, Chromozone tests, etc.

So far, these diagnosis(s), have put us on a path that is helping my DD with learning, growing, blossoming, etc.

It can be frustrating at times, and maybe as time goes by, there will be higher (or more accurate) definition (diagnosis). Always be mindful, and research (learn on your own), so you can see what is going on.... Personally, I was the ONE that diagnosed my DD with FAS, etc. I approached the all of the doctors with .... "I need to rule this IN or OUT. What do we do to accomplish this?"
