pa law and infant adoption

Curious if anyone has a direct site to learn more about PA's laws regarding adopting through fostering when an infant is invloved. Although I read on these boards that the time frame is not quicker for infants towards permancy and potentially TPR, a supervisor told me differently-that it can be as early as 12 mos. versus 15-18 months.
