Selectively mute sisters 13 & 14

i am thinking over some recent happenings regarding these sisters. they have been physically abused by birth mom/step father (not contact with them anymore) and then by stepmom. birth dad has not been physically abusive but stands by his wife (abuser) and they have 4 other children under 7. dad wants their grammy to take full custody (but dad wants to keep all the disability money, of course). Grammy is a friend of ours from church. SUPER nice and spiritual lady. very patient. thankfully, the girls spend alot of time with her. we spent Christmas dinner with them and had them over again this past weekend to talk. She would like to see US take on the girls. Grammy has parkinson's and as much as she would like to take the girls, she doesnt feel her health will allow for that. the girls are not allowed to be near step mom so she has her own apartment in another town. dad and the 4 younger sibs visti there often and then the girls go to grammy's.
i guess i am thinking out loud here. of course, helping these girls and having them be safe is #1. but i am on the last day of winter break with my 5 kids here and are making me crazy! i know.... look at the big picture. and i am pretty spiritual and believe things happen for a reason... we have the space. (we can make the space, i should say). anybody with guiding words of wisdom?

Baby Girl born 7/20/05
Baby Girl came home 7/22/05!
Final hearing 2/2/06!!

The girls do not talk at all? Are they in therapy? is DSS involved?
