Question Manual birth index search

I was wondering if any of you have experience doing a manual search of the birth index. I am looking at doing one for my husband in the late part of next summer and was just wanting to hear of other's experiences. Thanks!

Manual birth records for Ohio

Dear Sea Turttle, I was born in Ohio and have completed my
search for my birth family. There is a law that was passed in
Ohio that if your adoption was final before Jan. 1, 1964 thee
adoptee can obtain all the info in their adoption file. Contact
Vital Satistics in Columbes Ohio for a form. Good Luck to you.

Affidavit of ado[ted person form link

Section 3107.38 of the Ohio Revised Code provides that an adopted person whose birth occurred in this state and whose adoption was decreed prior to January 1, 1964, may request in writing (notarized affidavit form) and two items of identification attached to the request, may receive copies of the contents of their adoption file.

Thanks for your input. I do know the laws pertaining to adoption in Ohio and the above information doesn't pertain to us. My husband was born in 1973 and it is stating to look like he is not included on the birth index for his DOB. I will need to do a manual search of the birth index to look for him and I just wanted feedback from anyone who has done a manual search of the birth index before.
