Exclamation Question on Intermediary in NC

I am an adoptee in Wilkes County, NC (born May 5, 1985) and have been trying to get DSS to work with me on the intermediary thing. I contacted them as soon as the new legislation went into effect, went down and signed the papers and they said they would get started right away. About 6 months later I find out that they haven't even worked on my case and say they haven't even hired someone to act as an intermediary yet. Well, now they supposedly have someone hired, but they have outright refused to provide the intermediary service for me! They say that there's really no use in it and I should just go to a lawyer to see if I can get a judge to order my file opened.

I don't understand. They have the names of my birthparents, so why will they not at least try to contact them for me? Does anyone have any suggestions? Can they really just refuse to even try like that?

Wilkes DSS

I have a list of agencies in NC that are participating
in the Confidential Intermediary program and Wilkes DSS is listed
as one of those agencies NOT participating. I don't
understand why they did not tell you this in the
beginning. According to the new law agencies
can provide this service but they are not required
to do it. They should not have led you to believe
they were going to help you if they are still not
participating in the program.
