Does anyone know if an individual employee from a licensed day care facility can provide babysitting off hours as a DYFS approved agent of the daycare, or does this person require background check & fingerprints like anyone else?

I would say if they're not caring for your child at the daycare then they'd have to be fingerprinted and approved like everyone else.
Some daycare workers already have fingerprints and background checks so it wouldn't hurt to ask if the daycare teacher does. We ran into a similar issue, when we went on vacation before I wanted my sister to be able to babysit the boys (she's a special needs teacher in PA) but DYFS still wanted her to be background checked in NJ. So we didn't end up letting her babysit. I've found it easiest to exchange babysitting with other foster parents.
