The pending shut-down of Ukraine adoptions for Americans (after adoptions already in the pipeline have been processed) seems to hang on one thing: post-adoption followup reports that have not been filed with the Ukrainian Embassy. When parents adopt from Ukraine, the process includes a signed statement from the applicants that they will file the necessary reports... but the number of missing reports from American families is estimated between 500 and 900. The U.S. State Department has asked for help from JCICS (Joint Council on International Children's Services) and NCFA (National Council for Adoption) to get out the word to adoptive families who have not filed all their followup reports.
According to Angela, our Ukraine Adoption blogger, adoptions were shut down for
all countries that had outstanding reports, but Spain, Germany, and Canada have filed all their reports and "adoptions are now open for citizens of those countries."
She also reports that the Adoption Center did start taking dossiers again on Feb 7 from Americans. This is just for children 10 years or older, handicapped, or sibling of previous adopted child.
