Not military, but living outside the US

Asking for a friend: How does adoption work if you are living outside of the US? My friend is a missionary in Central America and wants to know if she would be able to adopt and how it would work as far as getting a homestudy and such. Any help is appreciated.

She'll need to contact a US agency that does work with Expats.

Also - the US Embassy in the country where she is might have information on homestudy providers in her general area.

Most agencies that work with Expats are very knowledgeable with regards to what is required etc for Expats.

Offhand, do you know the names of any agencies that work with expats? I've contacted several agencies and have been told that they don't deal with expats. Where can I search for such an agency?
