using an adoption attorney??

I was wondering if anyone has used an attorney to try and do an international adoption??
One of my day care parents informed me that her cousin in the Philipines may have a lead on adopting a baby. She said it would be cheaper to go through an attorney than an agency.
I just don't want to open up the phone book and pick an attorney at random.
