would like for stepfather to adopt wife's children

We chose not to visit him now or then. He has never paid any child support what so ever. In fact he does not even know where we live. So is there any way that our stepfather could adopt us? If so what would we have to do? Would it matter that my sister and I live in North Carolina and our bio. father is in Virigna. Thank you for any help.
