Adoption records

What are the requirements to get a copy of my adoption records? Are the requirements different for each state? I have a birth certificate but it is dated 8 years after my birthdate and can't be use to obtain a passport. Unfortunately all parents( biological and adoptive) are
deceased so I have no idea where the papers are.

As to your birth certificate which was issued 8 years after your birth, that birth certificate if certified will definitely be useful to you accessing your pasport. If it is not certified, you should be able to contact that issuing agency and have them issue you a certified birth certificate at a minimal cost. It is not the date of issuance that the passport agency looks at. It is whether the certificate is certified.

The State Department stated in their letter to me
that I had to show evidence that was presented to create a delayed record. That could be an early public document,
baptismal certificate, a census record dated near my date of birth or an early grammar school record. Or if I was adopted ( I was )an adoption decree. I have an baptismal record but it
has my biological fathers last name not my parents who
adopted me last name. Confusing huh? What a pain in the neck.
