I'm wondering why anyone would want to wait so long for a referral. I joined my agency in June, after my homestudy was complete in July I had a referral of an infant in Russia. If you have the right agency it doesn't have to be so stressful and difficult. Apparently Latvia is not going well like other countries are at this time.
