I believe it depends on the agency. For instance the agency I was looking at let you choose the gender only if you had the opposite gender in your family.
For instance I have two boys. If I wanted I could choose a girl. If you had boys and girls in your family (or no children) you could not choose gender. But... I've seen other posters who were able to choose gender, and those who were not able. Depends on the agency.

We looked at multiple agencies and of those none allowed you to pick gender for your first Korean adoption, regardless of whether you already had children and what their genders may be. However, if you adopt a second child from Korea, many agencies permit you pick gender. Policies were different for older children and special needs children. All agencies we contacted said that most infants available for adoption from Korea are male.

Our agency allowed the family to pick the gender of the child if you already had 2 or more of the opposite gender at home (i.e. you had 2 boys and wanted a girl). It was quite strongly discouraged though, and honestly since 80% of the children available for international adoption from Korea are boys I can't blame them. However, if you wanted to request a boy the agency was usually happy to give a boy referral.
