It seems the Consulate in NY accepts dossiers from agencies in the northern half of the US, and the Embassy in DC accepts dossiers from agencies in the southern half of the US. Now--I do not know where the line of demarcation exists, but my agency (in TX) must submit to the Embassy.

Yes its by state but our agencies were in SC and GA and submitted to NY.
