Kaz is closed for new dossiers...per JCICS. (x-posted)
I am copying this from another forum...how scary and sad!! My heart goes out to all in process!
-------------------------------------------------------- Yesterday the JCICS released a statement on Kazakhstan: Joint Council confirms the suspension of dossier processing by the Kazakhstan Embassy and Consulates pending the finalization of a review of adoption cases by the Kazakhstan government. The following represents our understanding of the suspension. * The suspension of dossier processing by the Kazakhstan Embassy/Consulate is effective immediately. *Dossiers which have been processed and forwarded to Almaty will be permitted to continue through to finalization. *Dossiers which have not yet been processed by the Embassy/Consulate will not be forwarded to Almaty and will remain at the Kazakhstan Embassy/Consulate pending the completion of the review noted above. *The Kazakhstan Embassy/Consulate will not accept new dossiers pending the completion of the review noted above. Joint Council hopes to meet with Kazakhstan officials soon and will continue to provide updates and information. http://www.jcics.org/Kazakhstan.htm Quite a few agencies put out letters to families yesterday denying the JCICS statement. However, this morning, in response to an inquiry from PEAR, the DOS Intercountry Adoption Unit confirmed the JCICS statement. DOS will be issuing a formal statement on their website later today or tomorrow. Hopefully this statement will give further information and guidance for families in process. No, it is due to a new person at the Embassy - I have heard both the new ambassador and the person that works on the dossiers - wanting to review the process and get caught up on the backlog of dossiers.

JCICS has now revised their posting to say that it is only temporarily suspended, not closed. Our agency confirmed today that the Kaz MFA has not closed adoptions, and that the NY Consulate (who our agency uses, not the DC Embassy) is currently processing dossiers as usual, despite what the JCICS posting says.

I just got off the phone with my adoption agency coordinator and she informed me that this is a suspension that may occur for 2 months. According to her sources in Kazakhstan, the increase in the number of dossiers (especially from China and Vietnam program transplants) contributed to this suspension. There is also an increase in the number of Kazakhstani families adopting. She has reassured me that this will only delay the Kazakhstan adoption process, not terminate it.

YAY! What a relief! I am so happy for folks in process that it will just be a delay, not a permanent closure of this great country. For the waiters, although it seems hard now, it's really just a blip on the screen in time. I'm glad folks were able to obtain accurate, updated info. The news sounded grim yesterday.

Not certainly. In fact only some regions are closed and only for US people. I Know is about the controls when the child are with the parents.

I hope things start to flow again quickly.
There has been an influx of dossiers which is great for the children of Kaz, but that also means a longer process, but still no longer then a lot of the other countries. All you new PAPs to Kaz. Do your homework on your agencies. Not all agencies are quoting two year waits and if it's an agency call the referrals given before signing. I know I talk to several PAPs on the phone each month about the agency we used. After being with another agency agency first I can always tell about my experience from two different perspectives.

Dec 06 dossier at the first Ministry (MFA) Jan 06 dossier now at second Ministry (MOE) One more to go.....that's the regional one Still hoping for LOI (letter of invitation) in Jan Jan 31---dossier still at MOE, no LOI in Jan ![]() Feb 16--We know our region--Karaganda Kaz. Last step in the process--wait for LOI March 15 07--received LOI Left for Kaz March 21 Paperwork glitch but decided to stay while it was handled (hence the long time between leaving for trip and court) Court May22, 2007

Hello All,
So, is it likely that even with only a couple months of closure(Hopefully short), the overall slowdown due to influx of many new people may now make the wait for Kaz around two years?? Or only the less efficient agencies?? Its all new to me, and is disappointing to ponder! Luckypetersen |

As far as I know the NY Consulate is still processing dossiers, so there should be no delay there at all. I would expect a delay only with agencies that use the DC embassy. Our agency is quoting 8-14mths start to finish.

Our adoption back in the summer of 2006 was 12 months start to finish, so even with the slow down it does not seem to be much longer.

I didn't mean to distress anyone, and I"m sorry if I did. My Kaz adoption was 10 1/2 months start to finish. I had a person call me about my old agency and told me of two big agencies that were quoting around two years, that may have been just for a girl though. That's not due to this slow down, but due to just being very busy with the influx of people to Kaz with the closure to other programs. She had several other good agencies tell her she could most likely be in and out in 12 months or a little longer. So she was calling references on the agencies that were quoting around a year.

Kazakhstan is now open
As of March 25 JCICS states Kaz is open again.
I am sure there may still be delays since dossiers were getting backed up for a couple months now. Good luck to everyone in the process, and hopefully not to many of you will have to redo paperwork because of expirations. Kazakhstan |
