New post placement document for dossier???

We recently accepted a referral and are awaiting our travel dates. However, we were notified on Tuesday that Kazakhstan is calling for an additional post-placement agreement document to be included in the dossier. We are told that this is a brand new requirement as of this week. We had to sign, notarize and overnight it to our agency because we were told that the Ministry of Foreign Affairs may return our dossier, and thus, we could loose our referral. Is anyone else in this situation or has anyone heard about this new requirement? We are anxious, worried and confused with no information about what has prompted this.

I am not sure if this is the one, we signed an agreement with the home study agency for the postplacement reports as follows: the first report within six months of the court decision, the second - in six months after the first one, the third report - in two years since the child was adopted, and the fourth report in three years since the child was adopted. plus any additional post-placement supervision should the Kazakhstan government request us to do so. Did they tell you about something else? I am also anxious, since our dossier translation is almost finished and is about to leave the agency at the beginning of next week. I am so happy, I cant wait

I forgot to mention, this was the agreement with home study agenc y. We also had to sign and other agreement to provide anual postplacement reports until the child reaches 18. Maybe this should be the one?

I wasn't advised it was a new requirement but a week or two ago, I received a new post placement agreement from my agency. I had previously signed at least one document agreeing to post placement reports as part of my home study package.

I don't know if this form has anything to do with it.. I definitely wasn't told it did, nor did they express any urgency about it.. I assumed it had something to do with the post placement problems in Karaganda ,but since I didn't have to get it apostilled, I didn't think it was becoming part of my dossier.. I figured the delay was due to one of the hundred stories I have heard about what's happening in Karaganda..

We're not adopting from that region, but I'm curious...what is going on in Karaganda?

Ha! That is the question, all right.. What's happening depends on who you ask.. The central issue is post-placement reports, and the failure of a number of parents to file them as required.. Rumors have been rampant as to what that means however-- for several months, there has been talk of Karaganda "closing" to adoption by Americans (like Almaty did 2 yrs ago), however I know families who have adopted during this period the region was supposedly "closed". Summer, of course, also means vacation periods when the govt offices are apparently shut down or on a skeleton staff.. And yet more stories have surfaced recently about a shakeup in the chain of command in the MOE and the need for the MOE to shift resources for a while away from adoptions to focus on the upcoming school year. Take your pick. Regardless, the current "buzz" is that the slowdown, shutdown, whatever you want to call it is coming to an end and files should get moving again. Yay for the government of Kaz!
