Travel Question

I have not adopted from Kazakhstan but I am slightly familiar with the process however I have a question. A friend of mine is adopting a waiting child from the region of Taraz and has been told she has to make 3 trips. I am confused because I know that the length of travel can vary from region to region (and judge to judge) but I did not think the number of trips varied. I was always under the impression that you either chose to make one long trip or two trips.

Has anyone else had to make more than two trips to finalize the adoption?

I've heard of a few people who choose to go home between the bonding period and court if there is a big gap between the two. Usually court is a few days to a week after the bonding period ends but sometimes the judge is backed up (or goes on vacation) and pushes the court date to a few weeks after the bonding period ends. Then after court you would have the normal waiting period, so three trips are possible but yuck, I can't imagine the number (and cost) of the flights!

There is at least one region in Kazakhstan that is not issuing court dates until close to a month after the bonding period. That makes the first trip alone almost 7 weeks, so those families are going home before court.
