This has been my obsession recently also. My paperwork has been in Uralsk for almost two weeks now and we are rather impatiently waiting on our LOI. From what I have heard is is bassed on several factors. The main one seems to be if there are children availiable that meet your request. For example if you requested an infant girl it might take a while because there might be several families waiting. I also hear that it depends on your agencys clout in the area and how much pulling power they have. I feel your pain as I am waiting right along with you.

Thanks for the replys. Our dossier has been at MFA since March 1st and we haven't heard anything else yet. We have been trying to decide on things, like weddings and events that we need to rsvp for, and I also just want to know when we'll get our LOI! It's hard being patient!

My agency said that once your papers are in country it usually takes 6-8 weeks until you get a LOI. Mine have been there almost 2 weeks!
