It could be because we were looking at adopting a boy under 2 years old or because of the ages of our other children (ages 3 to 14). The reasons were not explained in any detail. They suggested the Urkraine over Russia, I'm not sure of their reasoning on that either. We hope that all goes well for you. Please post whether you are successful in your efforts.
