Unhappy I thought Kansas was an open state!

I thought Kansas was an open records state. Well since I was adopted out of a certain judge I have to write that judge stating why I want my records and everything. This just doesn't seem right. How one judge can determine if I get my records or not.. /sigh.. This is frustrating.

I can't believe that...I was adopted out of Kansas, and I never had that problem...I called the post adoption division of the country clerk, and she mailed me paperwork to fill out...She told me to put as much info as I had (which wasn't much), two weeks later, I had my full adoption decree...I enclosed 10.00 to cover the cost of the copies and they sent me back the money!

This was several years ago, but I could probably still find the name if you are interested!

She said that I would have to write a letter to this judge. I was like umm isn't Kansas an open records state? She goes not with our judge it's not. grrrr

I think you need to bypass this Judge and go right to Vital Statistics-

Obtaining an Original Birth Certificate: The original birth certificate may be opened by the State registrar only upon the demand of the adult adopted person or by a court order. Adult adoptees over the age of 18 can access original birth certificate for $10 from Kansas Bureau of Vital Statistics, 900 SW Jackson, Topeka, KS 66612. Must submit written, notarized request.I think you would also need to send a copy of your drivers licence or some form of ID.
