Advise confused
We would like to and have started the process to foster parent. The advise I need involves want to foster and possible adopt a special needs child. Would it be better to foster first than adopt or just adopt from the SWAN system? I want a baby newborn to age 2, I want to start with them young.
What is the length of time for foster vs to adopt? Thank You Teresa

Teresa - PA defines "special needs" in a variety of ways (over age 5, part of a sibling group, race, emotional issues, behavioral issues, developmental issues, physical disability). If you are looking to adopt under age 2 from SWAN, you will most likely only find children with severe physical disabilities. SWAN children normally fit the other special needs definitions (specifically over age 5). If you are looking to do a baby that young, you would be better off doing fost-to-adopt or foster.
