Just a little correction: not all kids in Ukraine have disabilities. There are a lot of healthy children in Ukraine, most with "normal" developmental delays caused by institutionalization. Obviously, there are so many children with disabilities NAC is looking to get them adopted first. Kids with the most sever disabilities don't even need to wait 12 months in the NAC database to be available for international adoption.
