Question International Adoption

Our situation is different in the way that I have a life long friend (26) years who's daughter wants us to adopt her baby. The problem is she is Canadian, I am a Permanent Resident in the US (from Canada) and my husband is an American citizen. Is there a simple way to do this without all of the RED TAPE and expense? We would love to have this child, which is due in a couple of weeks but we are not rich and frankly $5000.00 is a lot of money to us right now. We already have six biological children the youngest is seven and they are all excited about having this baby. She has been raised as my neice but because we don't share any blood lines we cannot be considered family. That is sad because it would be much easier if we could. Any suggestions?
