Asset requirement--is this typical?

Hi all, I am new, in the process of a Russian adoption. I spoke with an employee at an agency today (we are working with a different agency, but have not signed with them yet, and I was just covering all my bases), and she said that they need to see 35-40k in liquid assets in our home study. Problem is, we just don't have that. My husband is in the military and we have never lived in the US long enough to buy a home, so we have no equity. We have moderate savings, investments, retirement accounts, etc, but nothing approaching this. My question--is this a typical requirement? I have no doubt that we can finance the adoption as we go, with a loan at a later time if necessary, but I don't understand the agency's need to see that we have the funds just sitting there waiting, when we have a stable income. Is this a common requirement?

I haven't heard of a specific amount - although there are plenty of financial information sheets you must fill out to prove you can both pay for the adoption and have the funds to raise a child. Post on the Russian forum - it's much more active then here - and folks who are more recent than I can give you a better idea of their requirements.

Thank you....I will do that. We already have 2 children in our home, and I've budgeted for the adoption, so I'm hoping that the agency we ultimately decide on won't hold us up because of this.

Check around. Russia is pretty flexible, but some agencies are not.
