What if their isnt an accredited agency in my state? or one who only list a few countries and we want to adopt from a country not on their list?

What country are you interested in adopting from? For most countries it is not necessary to have your placement agency be in your state. I believe that Korea is the one exception to this. You will have to hire a local homestudy agency but your placement agency can be anywhere.

Guatemala has always been 1st on my list but El Savador, Kazakhstan and Russia are leading the list right now.

For Kazakhstan and Russia you do not need the placement agency to be in your state. I thought Kazakhastan was currently closed, but I may be wrong. I have no idea what the adoption process is for El Salvador but I would assume that it is not necessary for that country either.

Honestly, find an ethical agency that is a good match with your needs is the most important thing. All the paperwork can be done via mail and email if they are not local to you. You will just need a local agency to do your homestudy.

Definetly check out the Russia and Kazakhstan forums here. There is not one for El Salvador but you might ask around on the General Central and South America forum and Guatemala forum to see if anyone has information/experience with adopting from there.
