The Cradle adoption agency
Has anyone used The Cradle in Evanston, IL for international adoption? Our independent adoption in Ukraine fell though due to a new law they just passed, so we're going with an agency. It's between The Cradle and another one. The Cradle is the only IL adoption agency accredited by the Russian Federation, which is where we're all set to go.

You absolutely should go with an agency accredited by the Russian Federation, rather than with an agency "umbrella-ing" under an accredited agency. However, if you find an accredited agency in another state that meets your needs better, feel free to go with it. Nowadays, with so many means of communication available, out of state agencies often do just as good a job of being responsive to client needs as in-state ones. Just be sure to check references extensively on both agencies.
