Some foreigners have been able to adopt children from the U.S. foster care system and to bring them back to their countries of origin.
The first thing that your Mom would have to consider is whether Australia would permit the immigration of such a child. Some countries do; some don't. You should also be aware that your mother would almost certainly NOT be able to adopt a healthy infant. In general, there is enough demand from U.S. parents for young, healthy children that these children would not be available for adoption by foreigners. Where adoptions by foreigners have occurred, they have usually involved the adoption of school aged children and teenagers, almost always non-White, and almost always with issues of various sorts. These are the children for whom it is difficult to find homes in the U.S. Sharon

How much money and what processes are there to consider in this form of adoption?

One thing you might want to consider is that most children available from foster care who would be available for a foreign adoption would be considered special needs and I know that it's difficult to bring special needs children into Australia, becuase of the rules of the goverment there. I had a friend who tried and had a problem bringing a special needs child to Australia.

The reason im asking is because i met a 13 year old girl on a chat site who is being fostered in california. she is mute and she is having a hard time being pushed around by her foster parents.

One thing you might want to note is that not all kids in foster care are available for adoption. Many have parents whose rights have not been completely severed, so cannot be adopted. Also, I hate to say it, but you cannot always beleive the word of 13 year old on the internet. It's not unusual at that age for kids to make things up for attention. Also remember to when you were 13, you probably thought your parents mean and unreasonable because they had rules and wanted you to clean your room and do homework and silly things like that. so she may be telling the truth, but you would need to do a little more research to be sure. Now, if she really is being abused by her foster parents, it should be reported so she could be moved right away, even if you could adopt her, the paperwork involved would take months.
