Where to begin?
First, let me say that it will probably be a year or two before DH and I even begin the process of another adoption, seeing as I am now holding my 3 week old son in my arms.
We are very interested in international adoption, but do not know where to begin with countries. Here is our situation/limitations:

Vietnam would be a good choice, also I think Taiwan doesn't have an age requirement, both look to be around 20K.

Many things depend on agency and the experience they have in a given country. In our search, we requested information from every agency we could find and compared every aspect of every country program and the requirements, costs and time frames each had to offer. Dh and I are adopting from Ethiopia and with travel and hotel it will be under your spending limit. We liked Ethiopia because we could adopt an infant, they offered an escort option and if traveling it is only about a week in country. The children are well taken care of and it was a shorter process with less requirements than many other programs. If time and age are not an issue the Philippines and Tailand were economical. Vietnam is a good option. We considered Vietnam, but you have to stay in country for around 3 weeks and that would be hard for us. As you can see, there are many things that go into finding the best program and agency for you and your situation.

Check out http://www.jcics.org/Country_Information.htm for all the country-specific flyers. Keep in mind, though, that some countries are flexible about some of their requirements and others are not. Reputable agencies that work with those countries should be able to give you the most current low-down. Also, some countries may change over the next few years - especially with the implementation of the Hague laws. So you might want to learn about the stability of any programs you are interested in and potential impact that the Hague might have on them.
