adopting a foster child

Hello. My husband and I are wanting to adopt a child in the foster care system. I am not sure how we go about this, how we find one or even if we will be approved. My husband has a past arrest (drug paraphernalia) a year ago and is "clean" now and has been for a year but we still have this arrest (no conviction - charge was dismissed) to contend with. Will we be accepted or is this going to inhibit us from providing a wonderful home and opportunity to a child that needs it? Anyone who can e-mail me with some info or advise - it would be greatly appreciated. My husband has 2 sons from a previous marriage who do not live with us and then he and I have a bio son, 2 yrs old. We would like another child but it took me 3 pregnancies to be blessed with our son and I feel adoption is the only way we will be able to go. Please send me some advise anyone.
