adopting a foster child

My husband has a past arrest (drug paraphernalia) a year ago and is "clean" now and has been for a year but we still have this arrest (no conviction - charge was dismissed) to contend with. Will we be accepted or is this going to inhibit us from providing a wonderful home and opportunity to a child that needs it? My husband has 2 sons from a previous marriage who do not live with us and then he and I have a bio son, 2 yrs old. We would like another child but it took me 3 pregnancies to be blessed with our son and I feel adoption is the only way we will be able to go. Please send me some advise anyone.
