State taking over Per Diem ?ss..

Hey all! I know the state is supposed to be taking over the payment of foster per diem (and adoption subsidies?) in Jan '09. I was wondering if anyone had any clue what time of the month we'll be paid? Currently we get our per diem check right around the 1st of the month, but I know others are getting theirs around the middle.. Any ideas?

Dh said we got a letter in the mail today (havent read it yet) that says they are going to deposit 1 penny into everyones account to see if it works and that we are now responsible for billing them to get paid. I know this is going to get ugly before it works.

Ok here is the letter
The time is getting closer for us to switch to state auditor payment instead of county auditor payment. You've all been great about getting all the paperwork completed and returned to me. You are all in the state auditor's system now and have a vendor iD numbers for that system. The next step is to make certain all the direct deposit info is entered in the auditor's system correctly. Central office has decided that we will do a trial run sometime in Dec. to check this item. You should all recieve one cent payment to the account you provided for direct depost. Data entry errors do happen. Therefore, the penny pay run will be a good thing to do. Please email me if you don't receive this one cent depost bye dec. 16 at debra.gosewehr@dcs.in.gov
another item you need to know about is that central office has decided all foster parents are to submit a billing/invoice for their per diem payment. On the back of this letter is a sample of the invoice I haven't received the officially approved one yet but will get it to you as soon as I have it. You will be able to email it to me or mail it in
You will recieve payment through the county auditor for perdiem through dec. 31 2008. As you know, we pay for the 20th of one month to the 19th of the next. I plan to include the time frame from dec. 20th through the 31s in jan 1 check in order to get the year completed with one check instead of two. This could result in an overpayment or an underpayment depending on movement of children in and out of your home during those last few days. We will make adjustments as necessary thanks and blah blah blah stuff.

The form on the back shows how to fill it out doesn't look to complicated just another thing we have to do because we aren't busy enough apparently.

This was the letter that Boone County sent out. I suggest if you have questions to contact your county and not necessarily Debra from Boone Co. Our county hasn't yet sent out the info.

Oh I see.. I thought it was a state thing I guess it is only for Boone county. Sorry didn't mean to start a panic maybe we are the only ones that have to start doing only that.

No need to apologize. I'm guessing it would be a statewide thing...since it is all going statewide. One just never knows hahaha

ohh gracious! I certainly can see this might be a mess in the making huh?!

Lakin-- lol! Yeah I actually expected them to pay me ON TIME.. I guess I'm a bit too optimistic huh? I've never had pmt issues w/ my county like some have so why should I with the state?

ACK @ having to bill them! I emailed my county's financial person to see what she says!

Spoke to my county.. Apparently if you are getting adoption subsidy- it will be in accounts on the 3rd of the month & no need to bill for it. If you have foster kids- then we will have to submit the paperwork to the county- who will then verify it & send it to state for pmt.. I'm sorry but does that not seem a bit redundant? If we're sending it to county for them to check, why aren't they just filing it to begin with.. Maybe I didn't understand her explaination completely, we are supposed to be getting a letter shortly.

I received an e-mail this evening telling me that 1 penny had been deposited in my bank account. I checked my online banking account and it did not show it. It was probably done after banking hours. So, I'm going to check in the morning to see if it went through.

We never received a letter telling us that they were going to be doing this. The only reason I knew was because of this forum.
