From foster to home and back to foster

What usually happens when they take the kids, put them back into the home, and then have to take them again? Do they just keep trying over and over to put the kids back into the home when it has been proven twice that they arent willing to change? Anyone had a case like that?

I got a little girl at 6 that had been in care, went back home for about a month, then in two foster homes before I got her. Every time they were working for reunification mom would get drunk or wreck a car or mess up somehow. I had her almost 4 years and they finally had to move her when she threatened to cut off one of the other kids heads. She had been on multiple meds. Finally she was adopted. I had others that they went for termination on and we were going to adopt them and they ended up putting them back. She did not have enough room for the kids and the boy ended up living on the street. He finally is working for his GED. When with us he wanted to be a lawyer and was making very good grades. He comes to visit and so does the other girl. He regrets that he was moved from us. Another group of 5 that we just had not too long ago. Step mom wanted the kids back their father went to jail for molesting some. They were all put back and have all but the two youngest either ran away or left home before the age of 18. The youngest are in elementery school and mom is very mean to them. The system does nothing to protect the kids. The parents have all the rights.
