How long to get licensed after papers all turned in?

Hi all, I am just wondering how long it usually takes to actually get your license approval? Our county worker turned in our paperwork last week and we are curious of when to expect an ok. We have been chosen for a sib group of four from Texas and they changed some rules stating in Indiana you now have to have a foster license even if it is for an adoptive placement. Texas is ready and waiting to place the kids and we have been talking to them for at least 6 weeks and the kids are anxious, as are we. Also, we just want to get plane tickets at a decent price and have no clue of when to get them for. Any help or past experiences would be appreciated. Thanks.

Our timeline:

July 24--finished last foster care/kinship/adoption training session

Aug 3--our agency worker finished our Indiana SNAP home study and mailed it to Indianapolis for the August SNAP meeting (where they approve and license you).

Aug 26--SNAP meeting held, our worker presented us to the committee, and we were approved that same day.

Sep 10--License certificate created and signed by state officials (says "Issued: 9/10/04" on certificate..

Sep 16--License arrived in our mailbox, but the licensure is prorated, so it shows us licensed since Aug 3 when our agency initially approved us and mailed our homestudy. (Says "Effective date of license: 8/3/04").

Good luck! That's so great!!! We were considered for one sibling group from Texas, but another family (from Washington) was chosen. We're currently one of the final three families being considered for an Oregon group, and we can't wait to hear the news at the end of the month!!! (We gave up on international adoption after waiting 2 years, and although there are so many kids available in the US, what a LONG wait it continues to be!)
