We are Americans living in Italy. The Italian consulate has told us that they cannot issue a visa to a child under the age of 14 unless accompanied by the parents or adoptive parents. Since we only get guardianship, this is not enough for them. They have suggested we proceed to the states to have her adopted there, then bring her in as an American citizen. That can take months, and we are still searching for a state that has little red tape so that we can get it done quickly (i.e. in less than a month).

Anyone had this experience? How did you solve it?
