Holt has their own requirements as do many other agencies. You'll find many different marriage requirements out there - 1 year, 2 years, 3 years, 5 years. I am 21 and my husband is 22 and we've found a couple agencies that will work with us. India is supposed to be very flexible in their age requirments - especially for waiting children.
