Besides following the CARA requirements, the child will have to meet U.S. immigration requirements.
You can read the requirements for an adoption visa on the USCIS website. Basically, the child must meet the "orphan definition" in the U.S. Immigration and Nationality Act and must be under age 16. Sharon
