I am so confused. I wonder what others might do if they were in my shoes. I found a little child on an agencys website last year. I have been trying since October to adopt him, but CARA initially said I was too old and did not meet their guidelines. In the meantime, the orphanage is advocating for me to adopt him because he has special needs. If it were you, would you keep waiting or move on to another country where they allow older adoptees? I am beside myself.

If CARA says no, you don't have any options. How can the orphanage encourage you to adopt the child, if CARA says that it's not permitted?
Check with your agency to see if CARA has ever reversed itself, after an agency advocated for a family. Sharon
