Proposal for exemption from VCA for NRI's

Hello,
I am new to this and all guidance is appreciated.
Does anyone know about the proposal to exempt NRIs with Indian passports from having to seek clearance from Voluntary Coordinating Agencies (VCAs) for adoptions?
