Do connections in India help the process?

As a single female NRI trying to adopt from India, I'm facing a fair number of road blocks. Many agencies have told me that I have no hope of getting a healthy baby and as a single person I'll have to hope for a child with special needs only. I've been told to go the Russia or Guatemala route if I want a healthy child. Call me crazy, but I'm Indian and would love to adopt and Indian child. Although I didn't plan to go this route, I'm entertaining contacting someone in India who could be of great help. I was told by one agency, that if I could get a waiver from CARA, that they could pursue placing a healthy infant with me.

Does anyone know of any situations when using contacts in India has been of help.
