Dear Friend, The situation you describe has always bothered me as well. You could get in touch with the local welfare authorities, the DIF. Street children do not have documents. Unless someone takes charge and declares them abandoned, they are not adoptable. Hopefully, this information will motivate you to organize a group to provide food, clothing and shelter to the children while you see what can be done legally.
