They are getting foodstamps but what to adapt a child. Can they or will be denied?

I am going through adaption from Russia.
And I have a friends who want to adapt a child too.
But they are getting foodstamps and Sec.8 Housing Assistants.
1)Do you think they will not be qualified for international adoption?
They are great family but just don't make much money. They are
saving money and planing to take a loan to cover adaption expenses.
2)Is USCIS checking if you are on publics assistant program or if
you ever been?
3) Do you know any body know was denied because of that?

2009 Federal Poverty Guidelines

this is the current poverty table. to qualify for an adoption overseas you must be at least 125% above the poverty table for your family size.

It is not possible to adopt domestically OR internationally if you are on public assistance. A homestudy agency will decline to do a homestudy for a person who is receiving public assistance, until he/she becomes self-supporting and able to afford to feed and shelter the people currently in the home, with enough left over to support another child.

The USCIS explicitly reviews all applications to be sure that people will not add to the public assistance rolls by bringing home a child who cannot be supported by a family's earnings. Even if a family is above the poverty level income and self-supporting, the USCIS will deny if there is evidence that the family is struggling. As an example, if the family has a large burden of debt, has a history of frequent unemployment, etc., the USCIS will question the homestudy worker's approval of the family.
