I am posting this for another forum member looking for advice.

Long story short: adopted child from china was living with adoptive mother for many years, running from adoptive dad (for no reason) and now the adoptive mom has left her adoptive daughter with the adoptive father and me, the step mother.

We have no paperwork on her other than her certificate of foreign birth, and a social security card (that state she is not a citizen or not proof of citizenship)

This N-600 form did not exist at the time of adoption (she is 15 now), she has had a permanent green card before but of course we do not have that, nor do we know where the mom is to get it.

I was reading about the N-600 form and thought that was our answer, but then I saw that people are being asked for the the Green Card by the uscis... that is two very expensive forms. We are still paying child support via wage garnishment and are trying to get into court and we are basically broke but trying to do the right things.

Can you please help me and explain to me if I really need the green card to get the CoC? If so, then at her age can we get a replacement green card, then a few months (or a year when we save the money) apply for the CoC?

She came here on a IR-3.

Any advice would be greatly appreciated. We tried to get her a learner's permit but they won't let us without proof of citizenship.

I find myself in a very similar situation as the one described above, except I do have my daughters' green card. If I am able to gather any advice/info, I will be happy to pass it along.

You are needing to get your child a Certificate of Citizenship? If you have the Green Card I believe the child's A# is on the card and you should have enough information to file the N600. The person I posted for above was able to track down her step-daughter's A# through the help of one of the USCIS offices and was then able to file for the COC. Well, if you change your mind and need more info. definetly post back. If there is a solution, someone here is bound to know what it is.
