Another I-800A Question

According to the instructions for the I-800A form from USCIS my husband and I need to write a letter, as well as attached certified court records for our past criminal record.

We are fine with writing the letter per their requirements, but I don't know how to comply with the last sentence of their instructions, excerpt below:

"You must also provide a written statement giving details, including any mitigating circumstances, about each arrest, signed under penalty of perjury under U.S. law."

Does this mean that I just need to get the letter notarized, or do I need to add a specific paragraph stating anything and have it notarized, or something else entirely?
