After I600 (not I600a) is approved

How long does it take to reach the Consulate of the country you are adopting in?

We filed our I600 stateside and it was finally approved on November 5. Our USCIS sent it on to the National Visa Center to be logged in and they are to send it to Port-au-Prince, Haiti.

It's one month later and Haiti still doesn't have our approval from the US. Is this normal????

I think it probably varies by consulate. In China it seemed to take a couple of months & the consulate in Vietnam never contacted us at all. I would check with your agency to see if this is normal for Haiti, you could also try e-mailing the consulate yourself, just to make sure they recieved it.
