In my opinion, the re-establishment of Guatemalan adoptions to the US will take a very long period of time. Its dependant upon a lot of factors, to begin with they would need to revamp guidelines in order to comply with the Hauge. That takes funding, reorganization of their system and implementation.

The US will not even consider re-opening Guatemala until they settle adoptions that are STILL pending with those that have suffered through an extrodinarly complicated and rediculous process of "grandfathering" or whatever they want to call it. (My hear to soul goes out to all the families and children going through this!!!)

Additionally, if and when Guatemala does re-open it's program with the US, it will not be anything like it once was. Not sure if they've already implemented their pilot IA program with other countries, but the guidelines were pretty much geared towards matching older children or children with special needs to anyone Internationally.
